I CAN draw a character based on only descriptions, without a reference. But in that case please give me a description as detailed as possible. If I need any other info, I will certainly ask. However, a certain amount of extra fee will be charged.
I CAN design new outfits, hairstyles, etc.for your character if you want me to. But a fee will be charged.
If you want me do draw your character, please give me his/her info as followed:

• Character's Name
• Age (Real age and age of look if they are different), height, body form, dressing habits
• Personality (Again, personality, NOT history. Please keep this as brief as possible. Adjectives are the most effective to describe personalities to me.)
• Colors - Skin, Hair, Eyes, Outfit, etc. (You don't have to fill this if the references have exact colors needed.)
• Reference(s)
• Extra info - (Pose, expressions, any other thing you'd like me to notice while/before drawing the picture.)
